Why Are You Seeking the Office of Constable?
"I have both a personal and professional tie to the community and I have watched with concern how it has changed over the last 8 years. I believe the office requires someone who will lead from the front and who will support the citizens and the officers. I remember Precinct 3 before it digressed to where it is today. No one should be afraid to visit a city park or be concerned for their property in the parking lot of a local business, no matter the time of day. And, we as a Department have the resources and ability to make that true once more."
What Do You Bring to the Office of Constable?
"A working history with both the Constables' and the Sheriff's office which gives me an increased knowledge of the strengths of both agencies as well as the areas needing attention that when addressed, will create a more cohesive relationship between the two agencies. Being directly involved in patrolling and interacting with businesses and homeowners alike has given me the opportunity to gain a deeper understanding of their needs and concerns. I am a working officer and I will remain so once elected to the office of Constable. You will find me in the streets with my officers, in your neighborhoods and at the end of the phone when you call."
What Sort of Issues Will You Address as Constable?
"When running for office in Harris County, Alexandra Mealer stated, 'We are in the middle of a public safety crisis.' And perhaps no one knows this better via first-hand experience than the citizens of Precinct 3. When it comes to crime, we are quickly becoming an “Equal Opportunity Locale.” Robbery, Theft, Drug Activity, Homelessness, Human Trafficking and Domestic Violence are escalating and are the major concerns of those inside our community. I believe the severity of crime being experienced in Precinct 3 requires direct attention and speed of action. It requires the Constable and his Deputies to respond to the request for help within our Precinct when it happens and to address crime where it occurs. It is important not only for the community, but for the deputies themselves that we increase our presence and visibility inside the Precinct. These are the issues that the members of the community and we as their law enforcement agency face and it is these that we will address."
What About the Situations of Disparity in the Community and Security?
"This is not about who can afford law enforcement and who cannot. Citizens of Precinct 3 deserve to be secure whether in their homes, at their business, or on the streets. Law Enforcement Agencies must be blind when it comes to those whom they protect: blind to skin color, socio-economic status, education level, community status, and every other definer and divider that happens inside a community. At the end of day, I cannot and do not care for whom you voted in the election…my job is to make certain you receive the protection you need and that the citizens and my officers are both safe and respected by one another. As a department, we must show a willingness to address issues and act on them to assure the community that we are there for and because of them. And we will, because that’s why we chose to be officers in the first place."
With Budgets Decreasing, How Will You Fund More Officers?
"It’s important to remember that our job is to deter and address crime and we do that by enforcing the law and we do that by having a presence. A department brings the need of its existence into question when it refuses to answer calls and depends on an outside agency to handle the crime inside its borders. It is then that funding is cut because it appears that there is not enough need for additional officers—and maybe not even a need for the department itself. If a department enforces the law and addresses crime, the funding will increase. It is a matter of economics, and it is easily met."
How Will Your Presence Strengthen the Department?
"My door will be open to anyone who seeks my time and who needs my attention. I’m interested in and will make time for those who seek my attention even if all they have to offer are their ideas and opinions. I will work to support my officers to meet their professional goals and concerns to ensure that they are respected both as individuals and as law enforcement. And, I believe that building a sound reputation between the various county law enforcement agencies, the Commissioners’ Court, Mayors, City Councils and the other 7 Constables’ offices in Harris County will increase an understanding among the different departments and Precincts. We need to create a community of law enforcement that is not competitive, but that is responsive. Collectively, we have as many constables and sheriff’s deputies as the Houston police department has officers. A network of respect and support between the agencies will facilitate a cohesiveness that will result in better support, more rapid responsiveness and a solid presence in the community."
What Projects Are You Planning for the Community Itself?
"It is not my intention to remove community projects that are in place and working in the community like the "Are You Okay?" project. Rather, I plan to expound upon them, make them stronger and more effective. My plans include returning the outreach to the schools, developing a Citizens Academy for interested members of the community, inviting Advocates to join us in Awareness Months to educate the community on issues they address, coordinate with the various organizations such as the Homeless Shelter, Civic groups, Outreach Centers so as to enhance the impact of their efforts and compound the results the Precinct needs and wants. From complex efforts and steps such as enhanced training for officers working with victims of domestic violence and trafficking, building a Citizen's Academy similar to the one in Precinct 4, returning the Sexual Assault Response Team, to simple ones such as placing stuffed toys in patrol cars for children caught in difficult situations, the intent is to remind the community why the department exists—to help—just as the motto has stated since the beginning: "To Serve and Protect."

¿Qué aportará al Departamento de Policía? Un historial de trabajo tanto en el Departamento de Policía y el Departamento de Sherif. Esta oportunidad me ha dado un conocimiento extenso de las fortalezas de ambos Departamentos, así como de las áreas que necesitan atención. Una vez que estas necesidades sean atendidas se creará una relación estrecha entre los dos Departamentos. Así mismo, el estar involucrado directamente en patrullar e interacturar con negocios y propietarios de casas me ha dado la oportunidad de obtener un mayor entendimeinto de sus necesidades y preocupaciones, miedos y expectativas.
¿Qué tipos de problemas va a resolver como Jefe del Departamento de Policía? Cuando Alexandra Mealer se postuló para candidate en el Condado de Harris dijo lo siguiente, “Estamos en medio de una crisis de seguridad pública.” Quizá nadie sabe mejor esto que los ciudadnos del Precinto 3. Cuando se habla de crimen, nos estamos convirtiendo en “Un lugar abierto a las oportunidades de crimen.” El robo, las drogas, personas sin hogar, el tráfico humano y violecia doméstica están escalando y se han convertido en una de las mayores preocupaciones de quienes viven dentro de la comunidad. La severidad del crimen que se experimenta en el Precinto 3 requiere una atención directa e inmediata. Se necesita que los oficiales respondan de inmediato al llamdo de ayuda dentro del Precinto y estén presents en el lugar de los hechos. Es importante no sólo para la comunidad sino para los oficiales también, que incrementemos nuestra presencia y visibilidad dentro del Precinto. Estos son los problemas que la gente y nosotros el Departamento de Policía enfrentamos y los cuales vamos a atender.
¿Qué se puede decir sobre las situaciones de Disparidad en la Comunidad y Seguridad? No se trata de quién puede o no costear la aplicación de la ley. Los ciudadanos del Precinto 3 merecen estar seguros en sus casas, negocios, o en las calles. Los Departamentos de Policía no deben de hacer diferencia cuando se trata de proteger y brindar seguridad. No importa el color de piel, el estatus socio-economico, nivel de educación, estatus en la comunidad y cualquier otro diferenciador que esté presente dentro de la comunidad. Al final del día, no debe de importar por quién usted votó en la última elección… mi trabajo es asegurar que reciba la protección que usted necesita y que la gente y los policías estén seguros y sean respetados. Como Departamento de Policía, debemos de mostrar disposición para atender los problemas y accionar para asegurar a la gente que estamos ahí presentes para ellos. Y así será ya que por eso escogemos ser oficiles de policía en primer lugar.
Con los Presupuestos disminuyendo, ¿cómo va a costear más policías? Es importante recordar que nuestro trabajo es de impedir y tratar con el crimen y hacemos esto aplicando la ley y estar presentes. Se cuestiona la existencia de un departamento de policía cuando se niega a contestar llamadas y depende de una agencia externa para manejar el crimen dentro de sus límites. Es ahi cuando se reduce el presupuesto, porque no hay necesidad de agregar más oficiales y quizá tampoco la necesidad de tener un Departamento de Policía. Si un Departamento aplica la ley y aborda el crimen como se debe, el presupuesto va a aumentar.
¿Cómo es que su presencia va a fortalecer al Departamento de Policía? No sólo me van a encontrar en mi oficina o en eventos sociales y festivals, sino que me verán “en las calles”, por ejemplo en locación con mis oficiales. Mientras que parte de mi trabajo es que yo atienda los asuntos de oficina, también se necesita mi presencia en el Precinto. Mi puerta estará abierta para cualquiera que necesite mi tiempo y mi atención. Los ciudadanos del Precinto 3 son importantes colaboradores con el Departamento de Policía. Nadie debe sentirse con miedo para visitar un parque de la ciudad o estar preocupado por sus cosas en un estacionamiento de un negocio local, sin importar la hora del dia. Es la responsabilidad del Agente de Policía y de su oficina de asegurar que esto sea una realidad. La presencia de los oficiales y la mía son importantes y necesarios.
Estoy seguro que el hecho de construir una buena reputación entre los diferentes Departamentos de Policías, la Corte, y Alcaldes, incrementará un mejor entendimiento entre los diferentes Departamentos y Precintos. En conjunto tenemos el mismo número de personal el Departamento de Policia y Sherif que el Departamento de Policía de Houston. Necesitamos crear una comunidad de policías que no compitan, pero que sean receptivos a las necesidades. Trabajaré en apoyar a mis oficiales para que cumplan con lo que les preocupa profesionalmente para asegurar que sean respetados como individuos y como oficiales. Una red de respeto y apoyo entre las agencias va a facilitar una cohesión que resultará en mejor apoyo, mayor rapidez en responder y una presencia sólida en la comunidad.
¿Que proyectos está planeando para la Comunidad? No es mi intención remover los proyectos que están en este momento y funcionan en la comunidad. Planeo hacerlos mas fuertes y efectivos. Algunos de estos desarrollos son complejos mientras que otros sólo se necesitan implementar y darles seguimiento. Mis planes para la comunidad incluyen los siguiente proyectos:
· Desarrollar una Academia para los Ciudadanos como la del Precinto 4 para quienes estén interesados en ser miembros
· Tener entrenamientos para los ciudadanos sobre seguridad personal
· Trabajar en traer de regreso el Progama SART desarrollado durante la administracion del Agente de Policía K. Jones
· Colaborar con especialistas en Violencia Doméstica y Tráfico para que los oficiales de policía tengan mejor conocimiento sobre este problema
· Colaborar con especialistas en Abuso de Niños para reconocer las señales y cuáles son los pasos de intervención
· Invitar a quienes abogan y apoyan las diferentes causas y establecer El Mes de Concientización para educar a la comunidad.
· Colaborar con refugios para personas sin hogar y grupos Cívicos para mejorar su impacto
· Regresar a las escuelas los programas de Alcance para fortalecer las relaciones entre la juventud y los oficiales
· Poner juguetes de peluche en los carros de policías para cuando se encuentren niños en situaciones difíciles
· Incrementar el alcance del Programa ¿Está Usted Bien? Para abordar de una mejor manera las necesidades de las personas de la tercera edad
· Trabajar con los Comisionados del Condado de Harris para reafirmar la necesidad de agentes de Policía en el Precinto 3.
